The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are released from various governments. Significant resources is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Following this, a automatic firearm fired at a drone close by, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to replace in the short term.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
